Update–Fugitive Shot 2 Men Again, While They Were Already Wounded, On The Ground

(Houston, MO) — The Texas County Sheriff thinks a 38-year-old fugitive wanted for murder may still be in southern Missouri. Witnesses say Daniel Campbell shot 55-year-old William Dumboski and 38-year-old Billy Bishop the Second Tuesday evening, then shot each man again as they were lying on the ground. Bishop died of a head wound and Domboski is in critical condition in a Springfield hospital. Campbell faces several felony charges, including first-degree murder. One witness says Campbell was making “several unusual remarks” before shooting the men and threatening a third man.

Texas County Sheriff Conducting Manhunt For Murder Suspect

(Licking, MO) — A manhunt is underway in Texas County after a deadly shooting. The shooting occurred at around 7PM Tuesday night near Boiling Springs Road and Jack Tar, southwest of Licking. The sheriff’s department says one man was killed, another is in critical condition.

The Sheriff’s Office said in a news release that investigators are looking for Daniel Campbell, 39, who is now charged with first degree murder. Deputies believe he may be driving a 1997 black Ford Ranger with Missouri license 6UX 841. Campbell is considered armed and dangerous. Detectives also say the suspect and the victims are “familiar” with each other. The man who is in critical condition was airlifted to a Springfield hospital. Names of the victims have not been released.

Scottrade Is Latest St. Louis Company To Be Sold

(Town and Country, MO) — TD Ameritrade is buying St. Louis County-based Scottrade in a 4-billion dollar cash-and-stock deal. It’s expected to take nine-to-12 months to complete the process and get all the federal approvals needed. TD Bank Group will buy Scottrade Bank for 1.3-billion dollars in cash. Scottrade will then buy 11-million shares from T-D Ameritrade for 400-million dollars. At that point, TD Ameritrade will buy Scottrade Financial Services for 4-billion dollars. The two will continue to operate as separate companies until the transaction is complete.

Lake Of The Ozarks Could Face Water Worries By 2030

(Joplin, MO) — According to a nonprofit report, if it stays dry and more people move to the Lake of the Ozarks, the lakes region could need another water supply in just under 15 years. The Joplin Globe reports that the Tri-State Water Resource Coalition has initialed a number of studies over the years to examine water sources as well as demand throughout a 16-county region in southwest Missouri. The coalition is a nonprofit that aims to find and secure reliable water supplies in the Ozarks. Much of the region sits atop the Ozark aquifer, which is the main source of water for most of the region’s communities. There is a consensus within the coalition that a prolonged drought coupled with expected population growth means additional water sources may be needed as early as 2030. The group says it has considered reservoir sites in Jasper County and Newton County, but is now leaning toward the use of existing large reservoirs.

Missouri on Right Track for Juvenile Justice

(Jefferson City, MO) — Missouri stands out for its work in turning young lives around, according to a new report on youth prisons.

The Annie E. Casey Foundation research pulls together evidence of the ineffectiveness of youth correctional facilities, showing they are expensive and prone to abuse, and concluding they fail at reform.

And it recommends closing all youth prisons and reinvesting in other types of programs.

Casey Foundation President and CEO Patrick McCarthy says Missouri is a good example, because about 30 years ago lawmakers made a shift in the approach of how to handle youth who have broken the law.

“Missouri took on this issue many years ago and created a network within the state of smaller, more home-like, and more treatment oriented facilities,” he states.

In 2008, Missouri won a Harvard Kennedy School Innovations in Government Award for reforms in the juvenile justice system.

According to the Casey Foundation report, systemic maltreatment has been documented in youth prison facilities in nearly half the states since 2000, including Missouri.

McCarthy says it’s the result of a model focused on security and control.

“They are staffed by corrections officers and in some facilities things like Mace have been used, long extended isolation, shackles, handcuffs – very brutal methods of controlling a young population,” he explains.

And instead of the outmoded assumption that locking youth up improves safety, McCarthy says the corrections culture should focus on rehabilitating them.

“We’ve got to build a juvenile justice system that’s based on the very simple principle of developing young people’s capacity, giving them opportunity,” he stresses. “Holding them accountable, of course, is also very important, but doing it in a way that provides them a path to get back on track.”

In Missouri the recidivism rate three years after release from custody is about 3 in 10 adults, but for juveniles, it’s just over 6.5 percent.

Juvenile Justice Center Turns To Music Therapy

(Springfield, MO) — A juvenile justice center in southwestern Missouri is teaming up with a university in offering weekly music therapy sessions to troubled teenagers in hopes it improves their behavior. The Springfield News-Leader reports that the Greene County Juvenile Justice Center and Drury University partnered up on the project that began August 1st. Another group from a day treatment program for young offenders meets separately with a music therapist on Drury’s campus. Most of the children in both groups are boys, ages 14 to 16. Juvenile justice officials hope the therapy sessions will address the trauma burdening kids going through the juvenile justice system.

Teen Charged In Fatal Stabbing Of 80-Year-Old Woman

(Strafford, MO) — A teenager is facing charges in juvenile court in the fatal stabbing an 80-year-old woman in Greene County. Mary Shisler was found stabbed to death late Friday in a field near her home after a neighbor reported that her home had been ransacked. When deputies arrived they couldn’t find Shisler or her car. They later found her car being driven by a 16-year-old from Republic. The Springfield News-Leader reports that the 16-year-old boy is charged with seven offenses in Shisler’s death. Juvenile authorities say the equivalent of those charges if brought against an adult are first-degree murder, armed criminal action, abandonment of a corpse, second-degree burglary, stealing, attempted arson and tampering with a motor vehicle.

Fatal House Fire Believed To Be An Accident

(Springfield, MO) — Springfield Fire Department officials say a neighbor tried to rescue an 81-year-old woman from her burning house, but he was driven back by thick smoke. A fire marshal is investigating because the woman died, but the fire is thought to be an accident. That neighbor and a person driving by the house both called 9-1-1 at about 10:40 p-m Wednesday night to report the fire. The woman’s name hasn’t been released. She becomes the fourth person to die in a fire in Springfield this year.
